1. THE NEUTRALITY FIREWALL
To protect the Psychological Safety of the intervention, all "Sovereignty Gap Analysis" and culture audits are processed through a Neutrality Firewall. Data is anonymized to prevent retaliatory action as defined under Utah HB0073 Public Employee Retaliatory Action Amendments.

2. SOVEREIGN RIGHTS (The 2026 Utah Standards)
In alignment with Utah Code § 13-61-201, participants possess the following rights:

• Right to Correct: Effective July 1, 2026, you possess the right to correct inaccurate performance data used in the reconstruction cycle.

• Right to Delete: Participants may request the permanent decommissioning of professional records at any time.

• Right to Opt-Out: Participation in any Sovereign Audit is strictly voluntary.

3. DATA RETENTION
All sensitive raw audit data is forensically purged within 90 days of project close-out.
